Ricardo Mihura Estrada graduated in 1988 from the Argentine Catholic University, got a Master in Taxation from University of Buenos Aires in 1997 and a Master in Laws (LLM) degree in Taxation from the University of Florida School of Law (as Fulbright grantee selected among all the Law Faculty). He is a reputed professor in taxation in the Argentine Catholic University and certainly one of the leading scholars in the matter with plenty of articles published in the most important law reviews and several awards and distinctions.

Since his graduation Mr. Mihura Estrada was involved in public sector and taxation matters, first as a public officer and later on private practice. He was Legal Counsel for the National Contracting Under-secretary, and the National Legal and Technical Secretary, and drafted several of the decrees that provided the regulatory framework for the privatisation processes that took place in the 90s. He then joined Demaría, Fernández Cronenbold & Barra, where he became a partner in 1992. He was in charge of the provision of legal counsel of public and private entities on privatisation and deregulation processes.

In 1995 he founded with Alberto Bianchi the firm Bianchi, Mihura Estrada & Galarce, a highly specialised boutique law firm which was a frequent advisor of both large local and foreign corporations and large local and foreign law firms in Administrative, Constitutional and Taxation issues.

In April 2004, he won as advisor to Shell C.A.P.S.A. the sounded Argentine Supreme Court leading case “Shell C.A.P.S.A. v. Provincia del Neuquén” related to stamp tax that specifically affected the hydrocarbon industry.
